You can use this tip to speed up the way menus display in Windows XP.

1. Right click on My Computer, click Properties.
2.Click the Advanced tab, and under Performance, click the Settings button.
3.Clear the Fade or slide menus into view check box, and then click OK.
4. Also you can clear the Fade or slide Tooltips into view also if you chose.

The above will deal w/ them each separately

OR...

This approach will deal w/ both @ once

1. Go to Display, click Appearance tab
2. Click the Effects button
3. Uncheck "Use the following transition effect for menus and tooltips:"
    (checked uses Fade effect by default)

Now when you bring up a collapsed menu (or ToolTip), it will expand without delay

 Your computer is not set to optimal speed if you are using XP

1. Right click on task bar and then select TASK MANAGER
2. At the top of box click VIEW
3. Click UPDATE SPEED in the menu.
4. Default setting is NORMAL. Move this to HIGH

You will see a much better running computer.
